"ABRA is pleased to report that the Animal Plant Health Inspection Service (APHIS) has announced that they will temporarily postpone the final rule to amend the Horse Protection Act (HPA) for 60 days from February 1, 2025, to April 2, 2025. Although this is not a permanent end to the HPA rule, temporary postponement is certainly welcome news as equine organizations continue to work to permanently rescind or substantially revise the new rule.
